In the Annual Plan of 1997-98, the Government of Puducherry incorporated a proposal to establish a Medical College at Puducherry. The Hon’ble Members of the Legislative Assembly of the Union Territory of Puducherry expressed the immediate need for establishing the same in the Government sector. Hon’ble Chief Minister, during  discussions on the Demand for Grants in the Assembly Sessions, assured the Hon’ble Members that a Medical College will be established at the earliest with the approval of Government of India.   Accordingly, approval of the Planning Commission of India was obtained by the Union Territory  Government to establish a first ever Government Medical College in the Union Territory of Puducherry by registering a society called the Pondicherry Medical College Society, later renamed as Puducherry Medical College Society, fully controlled by the Government of Puducherry on 08.06.2005. As a first step, about 40 acres of land was acquired at Kadirkamam in Oulgaret revenue village, by the Government at a cost of Rs.18 crores which was transferred to the medical college society facilitating the construction of a medical college, hospital, staff quarters, students’ hostels, playgrounds including  a cricket stadium and swimming pool of international standards and other essential infrastructure facilities as per Medical Council of India norms . The site is centrally located very near Rajiv Gandhi Square, a major junction in the city of Puducherry.  The sprawling campus is planned with the following facilities.

  1. A state of the art 5 floor Hospital building with 970 beds initially to be increased to 8 floors in future to accommodate Super Specialty Departments. A fully air-conditioned OPD of around 1.25 lakh square feet is planned in the ground floor of the hospital building. 15 Operation Theatres all with laminar floor and state of the art ICUs are a part of the plan. 18 Specialty Operation Theatres for six super-specialty departments are to come up in the future. The total area under construction for the hospital block is 5.8 lakh square feet. The ICUs planned include Neonatal ICU, Pediatric ICU, Surgical ICU, Coronary Care Unit, Medical ICU, Respiratory ICU , Obstetric & Gynecology ICU and General ICU. There will be a total of nearly 80 ICUs beds.

  2. A college building for 150 students per year is planned with five air-conditioned lecture halls with advanced teaching learning aids and laboratory equipments in a beautiful setting. The building is planned as per MCI norms with an area of 2.8 lakh square feet built up area (5 floors). Two more floors will be constructed to accommodate Post Graduate Courses subsequently. A five floor Library Block is also a part of this building. An Auditorium of 800 capacity along with an open-air theatre is being constructed

  3. Hostels for students are planned in 4 separate blocks accommodating 740 students (5 floors each) overlooking a cricket ground. A 400 m athletics track is also a part of this campus. Sports and fitness facilities like Swimming Pool/Gymnasium/Indoor Sports Complex/Cricket Stadium of International Standard and other facilities are being planned in the campus.

  4. Resident Doctors hostel (2 blocks of 9 floors each) for accommodating 360 doctors inside the campus is being constructed. Total built up area is 6762 sq.m

  5. Food facilities for the students, staff, doctors and visitors will be from a modern central food centre

  6. Staff Quarters for all the staff as per MCI norms is being planned for this project

  8. Water Tanks: Provision for a five lakh liters capacity over head tank with an under ground sump of same capacity for the needs of the campus and a three lakh liters under ground sump exclusively for fire fighting are proposed

The above buildings are planned as Green buildings meeting the required standards and facilities in order to obtain LEED accreditation of “Gold” rating. The above buildings are designed to withstand earthquakes as applicable to Zone III. Special care has been taken while designing the structures so that they are thermal efficient. By adopting such design concept, entire expansion joints are totally avoided which ultimately improves efficient maintenance. It is also proposed to install solar heating systems in order to generate solar power mainly for boilers. It is proposed to go in for efficient ways to harvest rain water comprehensively emptying into the adjacent Kanakkan Lake so that it becomes a model tourist attraction.  The fresh water lake has been taken over by the college and is being developed as a serene recreational area. The Medical College will start functioning during the academic year 2010-11 by admitting 150 medical students in the month of July/August 2010

In future it is planned to conduct Para medical courses such as B.Sc.(Nursing), B.Sc,(MLT), Bachelor’s degree in Medical Record Sciences, Diploma in Radiography, ECG Tech, OT Tech, Trauma Tech, First-aid Tech etc. Besides it is planned to start Master's degree and Diploma courses in various specialties such as medicine, surgery, pediatrics, orthopedics, obstetrics & gynecology, basic sciences and Para clinical subjects like pathology, microbiology, forensic medicine etc., at the end of 5 years. We plan to start higher specialty courses in subjects like cardiology, cardio-thoracic, surgery, urology, nephrology, medical and surgical gastroenterology, neurology, neuro surgery, medical and surgical oncology etc. in future.

It is also proposed to start PhD courses in Departments where facilities in terms of human resource and instrumentation exist. The thrust areas that we plan are molecular biology with special reference to molecular diagnostics, tuberculosis, clinical pharmacology and drug development, medical education, epidemiology and surveillance, nuclear medicine, history of medicine, cytogenetics, genetic counseling and palliative care. It is proposed to equip the laboratories and hospital with state of the art technology so as to deliver the best patient care and conduct research at the cutting edge of medicine
